"This offer is subject to mortgage rate availability and is limited to select quick move-in homes eligible to close by October 30, 2026." That line comes from Toll Brothers' page for its 5.25% fixed-rate offer at Regency at Holly Springs, the 55+ community whose residents get access to 12 Oaks Country Club amenities. The 5.25% is a 30-year fixed rate (5.51% APR) through Toll Brothers Mortgage Company, with as little as 10% down.
On October 1, 2026, Freddie Mac put the average 30-year fixed rate at 7.28%, up from 7.03% the week before and 6.95% the week before that. If you're getting ready to list a Holly Springs home this fall, that 2.03-point gap matters more than any list price. In practice, it's a large price cut that never appears in the recorded sale price. It's also aimed at a small group of finished homes with a closing deadline, and a resale seller can use the same tool.
What two points are worth on a Regency quick move-in
Regency's quick move-in homes were listed from $740,000 to $950,000 when we checked on October 3. Build-to-order plans in the Journey Collection start at $573,995. The 5.25% rate is tied to the finished quick move-in homes, so the useful math starts at the low end of that range.
Here's an illustrative example: a $740,000 purchase with 10% down, which leaves a $666,000 loan. The figures are principal and interest only, with no taxes, insurance or HOA dues.
| Scenario | Rate | Monthly principal and interest |
|---|---|---|
| Builder-financed quick move-in | 5.25% | about $3,678 |
| Same loan at the Oct. 1, 2026 average | 7.28% | about $4,557 |
| Monthly difference | about $879 |
Look at that difference the other way. To get the same $3,678 payment at 7.28%, a buyer could borrow only about $537,500. That's roughly $128,500 less. For a buyer who shops by monthly payment, the builder's rate works like a six-figure discount. The price on the closing statement stays the same.
The jump in rates is what makes this so large right now. Associated Press coverage on CBS 17 reported that the October 1 increase was the biggest weekly jump in four years. It was the sixth straight weekly rise and put rates at their highest level since November 2023. A year earlier, the average was 6.34%. Each week the market rate rises, a fixed promotional rate is worth more.
Why the discount comes as a rate instead of a lower price
Builders have their own reasons for discounting through financing, and those reasons explain which homes get the offer.
On its fiscal third-quarter call in August 2026, Toll Brothers said finished spec homes earn significantly lower margins than specs sold before framing is done. The company said it tries "to sell spec homes as early as possible in the construction cycle, when incentives are typically lower." It also said that "the higher the price of our homes, the lower the incentive as a percentage of sales price." So a finished home that needs to close this month gets the biggest tool, the rate. Homes earlier in construction get a different offer. Regency's October 3–18 event offers 50% off Design Studio options, up to $40,000 on select homes. At Longleaf Crest, the same discount goes up to $60,000.
The second reason has to do with comps. Bankrate has explained that a price cut can lower the comparable sales that appraisals rely on and push builders to reprice the rest of their inventory. A financing promotion cuts the builder's profit without changing the sale price recorded next door. A rate buydown protects the recorded price in a way a lower sticker price does not.
National builders report incentives at levels that would be hard to hide in a price tag:
| Builder | Reported incentive level | Period |
|---|---|---|
| Lennar | about 12.0% of delivered average sales price | fiscal Q3, ended Aug. 31, 2026 |
| PulteGroup | 10.4% incentive load | Q2, ended June 30, 2026 |
| Toll Brothers | about 7.5% of gross sales price on signed contracts | fiscal Q3, ended July 31, 2026 |
| D.R. Horton | average rate buydown of 1.6 percentage points | fiscal Q3, ended June 30, 2026 |
Lennar's CEO Stuart Miller said on the September call, as reported by The Motley Fool, that the company deliberately trades margin for volume. In his view, holding price would leave Lennar carrying expensive land longer. When asked what buydowns cost, Lennar's CFO said it depends on the loan type, the starting rate and the size of the reduction, and didn't give a range. In Holly Springs, Lennar's Norris Crossing shows a $649,895 to $819,170 range under a Fall Super Sale. The linked Raleigh-area promotion is a 3.99% FHA adjustable-rate loan (7.104% APR) plus up to $5,000 toward closing costs on select homes. It requires a purchase agreement between September 28 and October 4, 2026, and closing by November 20. It's an ARM, not a 30-year fixed rate, and the promotion page doesn't say which Norris Crossing homes qualify.
Where that leaves a Holly Springs resale listing this month
Every one of these offers has an end date. Toll's 5.25% requires closing by October 30. Lennar's contract window closes October 4. Fischer Homes has announced a 72-hour flash sale at Parkstead at Holly Springs, October 10 through 13, but hasn't published the pricing. Builder competition this fall comes in short bursts on a small number of homes. Builders aren't cutting prices across the board.
The local listing data fits that picture. According to Doorify MLS figures, Holly Springs homes that closed in September 2026 sold in a median of 18 days, at 99% of list price. As of October 3, 2026, the 160 homes still for sale had been on the market a median of 51 days. Homes priced right are still moving fast, and the ones that aren't are sitting much longer. These figures cover all property types. The jump in the September median sale price to $580,000, from $515,000 in August, reflects which 70 homes happened to close. It isn't a one-month gain in value.
Who the buyer is matters too. Toll said about 25% of its buyers paid all cash last quarter, and buyers who financed borrowed an average of about 69% of the price. A subsidized rate means little to a cash buyer and less to someone borrowing a small share of the price. If your buyer pool includes downsizers using equity from a previous sale, the builder's rate may not register for them. If your likely buyer is a move-up family financing most of the price, the rate gap matters a lot.
The same tool, available to a resale seller
A builder doesn't have special access to discount points or buydowns. They're standard parts of mortgage financing, and a seller can pay for them through a negotiated concession. Here's how each option works:
- Permanent discount points. The Consumer Financial Protection Bureau explains that one point costs 1% of the loan amount. How much a point lowers the rate varies by lender. Its 0.25-point example is one lender's pricing, not a standard conversion. On a $500,000 loan, one point is $5,000.
- Temporary buydowns. Fannie Mae's Selling Guide describes a lump sum placed in an account that lowers the buyer's payments in the early years. The note rate doesn't change. A common 3-2-1 schedule cuts the effective rate by three, two and then one percentage point over the first three years. Bankrate has estimated that a 2-1 buydown costs the seller a little over 2% of the loan.
- Pricing to the payment. If a buyer is comparing your home with a quick move-in at Regency or Norris Crossing, they'll likely compare monthly payments first. A listing that shows the payment with a seller-funded buydown answers the comparison they're already making.
Which option fits depends on your equity, your timeline and whether the buyer's lender will allow the concession. Talk through those details with a lender and your own advisors, since none of this is financial advice. If you sell after the builder deadlines pass, you may also face less builder competition. If you have room to wait, compare the November calendar with whatever Holly Springs builders announce next.
FAQ
Does the 5.25% offer apply to every new home in Holly Springs?
No. Toll Brothers limits it to select quick move-in homes that can close by October 30, 2026, financed through Toll Brothers Mortgage Company with as little as 10% down. Lennar's regional offer is a different product with different dates.
If I'm downsizing into Regency myself, does this help me?
It can, if you plan to finance part of the purchase and the home you choose qualifies. If you're paying cash from your current sale, the design discount through October 18 will probably matter more than the rate.
Should I just cut my price instead?
A price cut and a buydown cost you money in different ways and give the buyer different kinds of help. The payment table above shows why a rate reduction can be worth more to a financing buyer than the same dollars taken off the price. Our seller resources and home valuation page are good places to start that comparison for your own house.
